POLICY STATEMENT

The purpose of this policy is to communicate to faculty the college requirements governing clinical faculty recruitment, appointment, activities, and promotion.

GENERAL INFORMATION

1. Clinical Faculty Definition

A. The McCoy College of Business follows AA/PPS 04.01.22 with respect to the definition of clinical faculty. The clinical faculty appointment provides a path for individuals who are entering the department with a terminal degree and extensive full-time experience in clinic practice, but who are not pursuing a tenure- track position.

B. Clinical faculty are full-time faculty who are engaged in teaching, service, and scholarly and professional engagement. Although the primary responsibilities of a clinical faculty member are teaching and service, clinical faculty members are expected to engage in sufficient research to maintain Scholarly Academic (SA) status as described in CBAPPS 5.07 Criteria for Faculty Qualifications.

2. ACADEMIC RANKS AND TITLES

A. The academic ranks and related titles in clinical faculty appointments shall be:

i. Clinical assistant professor
ii. Clinical associate professor
iii. Clinical professor

B. These series of ranks are established to accommodate those terminally degreed faculty members who wish to maintain primary emphasis on teaching and service yet participate in research activities.

3. INITIAL APPOINTMENTS

A. Appointment to academic ranks related to positions for clinical faculty will be based on academic degrees held and demonstrated research capability.

B. Clinical Assistant Professor. Appointment to the rank of clinical assistant professor may be extended to individuals with the following qualifications:
i. holds a terminal degree in a relevant academic field;
ii. demonstrates current and contemporary competence in clinical practice or management;
iii. documents significant years (normally more than five beyond entry level) of full-time experience in clinical practice or management, and potential for significant professional growth;
iv. has experience in professional education at the university level;
v. engages in scholarship through relevant professional presentations workshops, or publications;
vi. exhibits leadership in relevant professional organizations;
vii. qualifies for Scholarly Academic status as described in CBAPPS 5.07 Criteria for Faculty Qualifications; and
viii. exhibits effective teaching or the potential to excel in teaching.

C. Clinical Associate Professor. Appointment to the rank of clinical associate professor may be extended to individuals with the following qualifications:

i. holds a terminal degree as described above;
ii. demonstrates current and contemporary competence in clinical practice or management;
iii. documents significant years (normally more than 10 beyond entry level) of full-time experience in clinical practice or management, and potential for significant professional growth;
iv.  s author or co-author on a minimum of five peer-reviewed publications; 
v. has more than five years teaching experience at the university level;
vi. demonstrates a record of effective teaching; and,
vii. demonstrates a record of significant service and leadership in relevant professional organizations.

D. Clinical Professor. Appointment to the rank of professor of clinical faculty may be extended to individuals with the following qualifications:
i. holds a terminal degree in a relevant academic field;
ii. demonstrates current and contemporary competence in clinical practice or management;
iii. documents significant years (normally more than 15 beyond entry level) of full-time experience in clinical practice or management, and potential for significant professional growth;
iv. is author or co-author on a minimum of 11 peer-reviewed publications;
v. has more than ten years of experience in professional education at the university level;
vi. demonstrates a record of effective teaching;
vii. demonstrates a record of extensive service at both the university and professional level;
viii. exhibits leadership relative to academia and professional organizations; and,
ix. is recognized by peers for professional contributions (e.g., teaching, service or research awards).

E. Clinical faculty members may be nominated to graduate faculty status by following the same departmental guidelines for other faculty in the department.

F. All clinical faculty appointments shall be annual appointments subject to annual reappointment review.

G. Typically, clinical faculty workloads reflect their level of continuing research engagement.

H. A faculty member on appointment as clinical faculty is eligible for all benefits except tenure.

4. EVALUATION

A. Appointees as clinical faculty shall be subject to annual performance review as outlined in CBAPPS 5.02 Evaluation Non-Tenure Track Faculty for Reappointment.

B. Three areas of activity are important in the evaluation of individuals for performance review, promotion and merit in the clinical faculty track:
i. Effective teaching
ii. Scholarly and Professional Engagement
iii. Service

C. Typically, clinical faculty spend five years in rank before being eligible for promotion.  The year in which the promotion is reviewed will count as one of the years in rank.

5. PROMOTION REVIEW

A. Three areas of activity are important in the evaluation of individuals for promotion in the clinical faculty track:

i. Effective Teaching – classroom, laboratory, and supervision of students;

ii. Scholarly and Professional Engagement – peer-reviewed and published contributions, or equivalent, that enhance knowledge, skills, and practice in education or relevant disciplines (e.g., reports, presentations, publications, performances);

iii. Service – outreach activities to external entities, committee membership, program coordination, or related activities.

B. Teaching

i. A candidate is required to establish a strong record in teaching. Evidence of sustained teaching effectiveness and commitment to continuous improvement must be documented by the candidate and must include:

a. Statement of teaching philosophy;
b. Student evaluations;
c. Evaluations by department chair, if any;
d. Evaluations based on classroom observations by personnel committee members (only required for promotion to Associate Professor); and
e. Other evidence which may include: letters from former students, development or revision of courses or programs, innovative instructional materials and teaching techniques, faculty development activities focused on improving teaching effectiveness (such as attendance at conferences and workshops or formal academic study), and teaching awards and honors.

C. Scholarly and Professional Engagement

ii. Scholarly and Professional Engagement Criteria for Promotion to the Clinical Faculty Rank of Clinical Associate Professor

a. A candidate is expected to have a sustained record in research with a minimum of 5 peer-reviewed journal articles in addition to other intellectual contributions. In cases where a candidate has an extremely high-impact, peer reviewed journal article or book, said publication may count as two peer-reviewed journal articles. As in all promotion cases, the judgment of the dean (with input from the department chair and personnel committee) will determine whether a given publication counts for multiple publications for an individual candidate.

b. Other intellectual contributions do not substitute for peer-reviewed journal articles.

c. A candidate hired with previous experience or research productivity must have the same number of intellectual contributions, including peer-reviewed journal articles, over the course of their career as any other candidate. In addition, there must be evidence of research productivity from the time of hire at Texas State.

d. A candidate must also demonstrate current and contemporary competence in clinical practice or management.

e. A candidate must also document significant years (normally more than 10 beyond entry level) of full-time experience in clinical practice or management, and potential for significant professional growth.

iii. Scholarly and Professional Engagement Criteria for Promotion to the Clinical Faculty Rank of Clinical Professor

a.  A candidate is expected to have a sustained record in research with a minimum of six peer- reviewed journal articles in addition to other intellectual contributions since promotion to clinical associate professor. In cases where a candidate has an extremely high-impact, peer reviewed journal article or book, said publication may count as two peer-reviewed journal articles. As in all promotion cases, the judgment of the dean (with input from the department chair and personnel committee) will determine whether a given publication counts for multiple publications for an individual candidate.  Other intellectual contributions do not substitute for peer-reviewed journal articles.  
b. Evaluation of all intellectual contributions involves a judgment about quality and impact as well as quantity.  
c. A candidate hired with previous experience must have the same number of intellectual contributions, including articles in peer-reviewed journals, since promotion to clinical associate professor as any other candidate. In addition, there must be evidence of continuing research productivity from the time of hire at Texas State.
d. A candidate must also demonstrate current and contemporary competence in clinical practice or management.
e. A candidate must also document significant years (normally more than 15 beyond entry level) of full-time experience in clinical practice or management, and potential for significant professional growth.

D.    Service

i. A candidate is required to contribute to the McCoy College of Business mission by engaging in service. Evidence of a strong commitment to service may include:

a. Serving on university, college, and/or department committees;
b. Participating and/or leadership in national, regional, and/or local professional organizations;
c. Reviewing manuscripts and serving on editorial review boards;
d. Serving as faculty advisor to student organizations;
e. Community service, including pro bono consulting activities;
f. Formally mentoring students or faculty;
g. Reviewing grant proposals;
h. Chairing university, college, or department committees; and,
i. Administrative activities.

ii. Service expectations increase with rank. Candidates for clinical professor are required to document leadership and service because an “outstanding record of leadership and service is expected” for promotion to this rank, but is “less critical for promotion to Associate” (see AA/PPS 04.02.20 (8.10) Tenure and Promotion Review.)

E. Procedures for promotion to academic ranks for clinical faculty appointments are described at the university level in AA/PPS 04.01.22 Clinical Faculty Appointments and outlined in AA/PPS 04.02.20 Tenure and Promotion Review.
